The simultaneous existence of the tendencies to convergence and divergence of regions by individual aspects is revealed. The presence of a weak connection between the indicators of regional human and economic development is proved. Directions of aligning asymmetries and reducing disproportions in human development of regions are proposed. У статті проведено комплексне оцінювання міжрегіональних диспропорцій людського розвитку. Виявлено одночасне існування тенденцій до конвергенції та дивергенції регіонів за його окремими аспектами. Встановлено наявність слабкого зв’язку між показниками регіонального людського та економічного розвитку. Запропоновано напрями вирівнювання асиметрій та зменшення диспропорцій людського розвитку регіонів.

The levels of digitization of agricultural production have been determined. The basic digital technologies used in agriculture in the context of separate production processes are considered. It is established that the digitization of the agricultural sector of the economy contributes not only to improving the economic efficiency of functioning and competitiveness of the industry, but also allows reducing the burden on natural resources and the environment as a whole.

МатеріалEmpirical Study of Convergent-Divergent Trends in Innovation EU Countries Development(Polissia National University, 2021) Liudmyla Smoliy ; Alina Burliai ; Inna Novak ; Alla Revutska ; Nina Pitel ; Смолій Л.В.The article is devoted to the problem of disproportionate innovation development in the European Union and the impact of these processes on economic growth. The aim of the work is an empirical study of the unevenness and asymmetry of innovation spending in the EU and analysis of convergent-divergent trends in this area. The results of recent research show a desire to strengthen cooperation in the field of innovation, which changes the situation in a positive direction and proves the signs of convergence of innovation, and they are most pronounced in the least developed regions of Europe. The urgency of solving this scientific problem is that the internal convergence of the European Union in the field of policy to support research, development and innovation is one of the strategic goals of the association. Models based on the concept of convergence have become a methodological tool for determining the asymmetry of development. The study was conducted on the basis of analysis of statistical data of 28 European Union countries for the period 2008-2019. The article presents the results of an empirical analysis of the asymmetry of innovative development of EU countries in terms of research and development. It is established that there is a shift towards increasing the share of R&D expenditures in GDP. Convergent tendencies in terms of development asymmetry, σ-convergence and β-convergence are revealed. The study empirically confirms and theoretically proves that the reduction of differentiation and convergence of countries is manifested in increased funding for innovation in countries lagging behind in these parameters. The practical significance of the results of the study lies in the possibility of their use to assess the effectiveness of innovation policy in the European Union

European countries are in the process of historical development reached an understanding on the need for its further ecological progress. That is why the world market for organic products has formed. Studies show that the development of organic production began in the 20‘s of the twentieth century. Since then, markets for organic products began to grow rapidly in many countries. Among the world‘s regions, the largest areas of organic land are located in Oceania and Europe. The article is devoted to the study of foreign experience in the development of ecological agriculture. The variety of names of ecological systems of management in the countries of the world and the principles which are included in the concept “ecological agriculture“ are studied. The history of the emergence of organic agriculture has been explored. The analysis of the development of organic agricultural production at the world level, the countries of Europe and the European Union (EU) and individual countries has been analyzed. A grouping of organic farms in Europe has been organized in terms of size. Ukraine, with its signifi cant natural and economic potential in the future may also be one of the important subjects that will form a proposal in this market. Established most significant factors affecting the level of economic development of the innovation analyzed for a set of European countries in general and Ukraine in particular. В статті здійснено оцінку взаємозв'язку індикаторів рівня інноваційного та економічного розвитку у країнах Європи. Виявлено високий рівень залежності між індексом інноваційного розвитку та показником ВВП на душу населення (за ПКС). Встановлено найбільш вагомі чинники впливу на рівень економічного розвитку в частині інноваційної діяльності для сукупності аналізованих європейських країн загалом та України зокрема.

МатеріалInstrumentos estatais para o desenvolvimento da atividade empresarial na esfera agrária.(Виробництво EAAR - редакційних авторів та асоційованих дослідників., 2021) Nesterchuk, Yuliia ; Bechko, Petro ; Mudrak, Ruslan P. ; Sokoliuk, Serhii ; Melnyk, LiudmylaМетою роботи є створення ефективних державних інструментів розвитку підприємницької діяльності в аграрному секторі України. Для досягнення поставленої мети було використано ряд методів економіко-математичного аналізу даними панелей країн ЄС та ОЕСР за період 1986-2020 років: регресійна модель взаємозв'язку між загальною вартістю аграрного виробництва та повною підтримкою аграрного сектору, структурними видами та обсягами такої підтримки; статистика регресії залежності, методи порівняльного аналізу та графічного аналізу. Результати дозволили встановити, що зміна загальної вартості продукції в аграрному секторі на 96,79% визначається видами та структурними обсягами державної підтримки, наданої аграрному сектору. Для розвитку ділової активності в аграрному секторі України доцільно активізувати систему державної підтримки знань та інновацій, інфраструктури аграрної сфери та оптимізувати заходи нагляду та контролю, значно переважати серед внутрішніх регуляторних інструментів аграрної сфери.

It is proved that the introduction of a mechanism for developing and implementing an international marketing strategy for an agricultural enterprise will result in a prompt response to changes in the relevant segments of the international market environment through the development and implementation of market research and development activities, preparation of alternative and flexible management solutions aimed at ensuring the sustainable development of the agricultural enterprise. The article develops an approach to identifying suitable markets for the export of the commodity group "1001 Wheat", where there are favorable business conditions for enterprises from Ukraine. The proposed approach is based on the application of global indicators of business conditions in international markets.

The scientific novelty of the conducted research includes substantiate feasibility of creating a strategy for managing logistics processes within an enterprise-entity of foreign economic activity, which is based on its foreign trade orientation. Such logistic system will contribute to the formation of the economic potential of within the enterprise and, increase the capital profitability. Furthermore, it will be the source of its competitive advantages and a means of increasing market value and profitability.

МатеріалMinimization of environmental risks in crops cultivation(Ukrainian Journal of Ecology, 2021) Burliai, Alina ; Burliai, Oleksandr ; Nesterchuk, Yulia ; Cherneha, Inna ; Sokoliuk, Sergiy ; Osipova, AllaEnvironmental risks are urgent problems of today that require an immediate search for ways to minimize them. The leading cause of environmental risks is the anthropogenic factor associated with the economic development of society. Critical is the study of risks in agricultural production, on the development of which depends on the country's food security. This is because agricultural activities are closely intertwined with natural and climatic conditions. At the same time, agricultural enterprises also harm the environment, resulting in catastrophic climate change. The main environmental risks of agricultural production are identified: non-compliance with environmental standards; the emergence of epidemiological threats; risks of unfavorable natural and climatic conditions in the form of floods, fires, snow elements, and avalanches, icing, and risks of soil erosion (landslides); use of plant protection products; use of GMOs, reduction of production productivity through the introduction of environmental processes. One way to minimize environmental risks in agriculture is to optimize the structure of sown areas of crops. A model for optimizing an economic problem with two linear objective functions and a linear system of constraints is developed. The model contains a compromise solution on two indicators (gross output at comparable prices in 2016 (in order to reduce inflation) and the accumulation of carbon dioxide by cereals in terms of humidification subzones of the Forest-Steppe. Implementation of the optimization problem results will allow increasing the economic and environmental effects of grain production without unnecessary investments. Thus, the increase in the value of gross output in the region with specialization of grain production is 869,030 thousand UAH, and at the same time, the growth of CO2 accumulation in the amount of 3,714,918 tons, and taking into account the livestock industry to optimize the structure of grain crops can get an additional 477,297 thousand UAH VP and 1989363 tons of CO2.

МатеріалModelling of investment decisions on technical support of agricultural enterprises(Інститут Трансформації Суспільства, 2017-02) Смолій, Людмила Василівна ; Загороднюк, Оксана Вікторівна ; Малюга, Людмила МиколаївнаIntroduction. Limited availability of machinery for agricultural enterprises, as well as the high intensity of its use, is accompanied by a decrease in investment activity in the agricultural sector. This necessitates a rational choice of suitable source of investment for technical upgrading and minimising of investment costs of business entities. The purpose of the article is modelling of making optimal decisions in the process of investing in technical support of agricultural enterprises under the conditions of their limited access to investment resources. Results. The authors of the article have developed a dynamic economic and mathematical model to optimise investments in the renewal of existing facilities at agricultural enterprises. The use of this model will facilitate further rationalisation of economic decision-making on the allocation of investment resources through time. The study was conducted in respect of investments in the purchase of beet harvesters that would be used in the area of 2,000 hectares. The possibility of buying the Ukrainian machinery as well as the equipment of foreign production was considered. The problem can be solved by means of four optimisation criteria: 1) minimum cost of the investment project on the purchase of equipment; 2) minimum cost of the project including operating costs with the use of equipment; 3) minimum cost of the project in terms of investments which should be taken from external sources when using depreciation deductions for the investment; 4) minimum cost of the project in terms of investments which should be taken from external sources when using depreciation deductions for the investment and taking into account operating costs. According to the criteria of optimisation, the authors have developed the best plans of investment by the years of the investment project. It has been found that, based on the criterion of cost minimisation, buying of different types of machinery made in Ukraine is preferred despite its lower productivity. We determined that the possibility of taking into account operating costs in cash flows does not change the final optimal structure of the planned number of machinery, affecting only the total cost of the investment project - USD 326,400 and USD 620,100. In the first case, the optimal investment plan provides for the purchase of all machinery during the first year of the project; the second case covers a period of four years. The budget of capital investment reduces the implementation of the investment project due to the accumulation of external resources - USD 244,800 and USD 538,500 with or without operating costs, respectively. For these two alternatives, a minimum value of the investment program is also achieved when buying machinery only of the Ukrainian production. Moreover, the need to take borrowed funds occurs only during the first year of the project, in the amount of USD 244,800 in both cases. Conclusions. This economic and mathematical model allows agricultural enterprises to establish investment volumes needed for the purchase of any particular type of equipment for agricultural production. Choosing the most appropriate source of investment can minimise investment costs and establish a rational investment portfolio under certain requirements and restrictions. This will allow agricultural enterprises to plan investments in the renewal of their facilities with regard to the production by the best option, given the productivity of agricultural machinery and the planned sowing areas. У статті розроблено динамічну економіко-математичну модель оптимізації інвестування технічного забезпечення аграрних підприємств. Визначено отримані альтернативні варіанти реалізації інвестиційного проекту, що оцінюються за чотирма критеріями оптимізації. Застосування запропонованої моделі дає змогу аграрним підприємствам оптимізувати прийняття господарських рішень щодо розподілу в часі інвестицій у придбання будь-якого окремого виду техніки для виробництва сільськогосподарської продукції та обрати найбільш прийнятне джерело інвестування, що, при дотриманні певних вимог і обмежень, дозволяє мінімізувати інвестиційні витрати та сформувати раціональний інвестиційний портфель.

МатеріалPrediction investment support for agriculture of Ukraine(IBIMA Publishing, 2019-04-10) Смолій, Людмила ; Ревуцька, Алла ; Щетина, Марина ; Півторак, Михайло ; Демянишина, ОлесяThe article considers the necessity and the possibility of applying economic forecasts in the part of constructing a forecast of the flow of capital investments into agriculture in Ukraine, which is due to the need for optimization of investment volumes. According to the results of retrospective assessments the period of the highest investment activity was discovered. The analysis of the different types of models trend in investments to establish such which would most accurately predict the behavior of investors, the current tendency of development and with which it would be possible to make the most reliable forecasts of indicators of investing income from investments in agriculture. It was found that among all variations of the forecast polynomial trend allowed to get the highest level of probability that is realization of the developed script of investment is quite probable. The projected volumes of investment and the probable share of profits and gross output which should be directed by agricultural producers to provide sufficient investment are established. It is revealed that, according to the forecast one can expect a gradual expansion of the investment process in the country's agriculture.

МатеріалReview of mineral resource management in a circular economy infrastructure(Mining of Mineral Deposits, 2023) Viktor Koval, Halyna Kryshtal, Viktoriia Udovychenko, Olha Soloviova, Oksana Froter, Viktoriia Kokorina and Liudmyla VeretinPurpose is to substantiate foundations of sustainable management of mineral resources while implementing a circular economy model. Methods. The study has applied following research approaches: synthetic method (unification of the singled out aspects); induction method (analysis of a circular economy features); life cycle assessment (evaluation of the product influence on the environment from the viewpoint of each stage of its life cycle); circular economy toolkit (determination and evaluation of the periodicity of circular economy products and indicators); and circular economy indicator prototype (evaluation of the cyclic product efficiency). Findings. Circular economy is one of the key directions of a sustainable development policy as for conservation and pro- tection of mineral resources; it is aimed at more efficient use and improvement of raw material extraction from industrial waste. Formation of a market infrastructure of the circular economy has been proposed based upon mining sector waste use to process it and reduce as well as to repurpose wasteless production and secondary processing of raw materials. The need has been substantiated to contribute to conservation of mineral resources for their sustainable use on the basis of the development of market infrastructure of a stable economy and mining sector waste use to process it and reduce as well as to repurpose wasteless production and secondary processing of raw materials. Originality. A concept for further development of the circular economy market infrastructure has been specified as a plat- form of production waste supply/demand to optimize the use and conservation of mineral resources on the principles of sus- tainable growth. It has been proposed to analyze assessment of business development along the lines of a circular economy while calculating parameters when manufacturing is applying primary mineral resources and industrial waste as a raw material for its further processing. Practical implications. The proposed approach of interaction between economic entities on the basis of a circular econo- my will provide rational use of mineral resources and contribute to the development of a sector of industrial waste processing. The abovementioned will help terminate decrease in the availability of mineral resources and form new milestones of social development on the principles of environmental friendliness and rationalism in the process of interaction with nature.

However, the low level of social development, as well as social problems, which in rural areas among the population have now become particularly acute, reduce the potential of this area of the national economy. That is why the question arises of finding active incentives, tools and mechanisms that would encourage the rural population to act and create a promising basis for improving its social status. One of the main existing problems of state regulation of agricultural production in Ukraine is the provision of financial incentives to large agricultural producers. And although such a policy has allowed to increase export potential, but has led to the destruction of rural areas and the impoverishment of the rural population. The intensive activities of these producers on the basis of intensive technologies have led to significant imbalances in the development of the industry with the prevalence of crop production and the decline of livestock, reduced soil quality, as well as rising unemployment of the rural population. This has led to an increase in the shadow sector through illegal activities and hidden income.

МатеріалSustainable resource management policy of national economic development(Batumi, Georgia, 2023) Koval V., Savina N., Sribna, Ye, Osipova A., Kapelista I., Petrovska S.The article considers the mechanism of possible full supply of strategic resources for the purpose of implementing the concept of sustainable development. Two main approaches to the accumulation of resources are indicated: i) the first approach, aimed at maintaining a strategic stock of energy resources, which involves the concentration of resources to ensure the stability and security of energy supplies; ii) the second approach consists in the accumulation of financial assets through the receipt of income and allows the formation of a financial reserve. In the case of the first approach, the country like the United States strategically accumulated crude oil reserves, exemplified by the establishment of the Strategic Petroleum Reserve (SPR) in the 1970s. The percentage ratio of US crude oil exports relative to their daily oil consumption in the United States from 1980 to 2023 was calculated and detailed in the research, with trends such as a decline of 1% in 2005 and a subsequent increase of 156% in 2023 being revealed, and the impact of technological and geopolitical factors on these changes was determined

МатеріалTrends of Innovative Development of Agricultural Business in the Context of Climate Changes(Oblik i fìnansi, 2021) Burliai, Alina ; MUDRAK, Ruslan ; SKUDLARSKI, Jacek ; SMERTENIUK, ІhorCurrent state of the development of agricultural business is characterized by negative trends caused by the prevalence of extensive production systems and the reduction of investments into agricultural research, while the influence on the environment and natural resources is constantly increasing. Besides, climate change is one of the greatest challenges of the XXI century, which exerts a negative influence on social-economic and natural systems and requires the development of the ways for the industry to adapt to climate changes. The purpose of the article is to substantiate the main areas of innovative development of agricultural business in the context of climate change. System approach as well as the application of a wide range of general scientific and special methods make up the framework of the research. It has been established that climate changes directly affect the agriculture of the country that greatly depends on climate and weather conditions. The main tool to adapt agriculture to climatic changes should be the introduction of innovations resulting in its innovative development. The article also presents the systematization of the main directions of innovative development of agricultural business in the context of climatic changes: biological (new cultivars, hybrids of agricultural crops, new types and breeds of agricultural animals), technical and technological (advanced technologies in plant and animal production), chemical (fertilizers, plant protection agents, plant growth regulators), organizational and economic (business organization, management, and marketing), social (social development of a person), development directions of alternative energy (energy production from renewable sources), and digitalization (digit transformation of production processes).

МатеріалАктуальні проблеми глобальної економіки: голод та недоїдання.(Західноукраїнський національний університет, 2020) Мудрак, Руслан Петрович ; Довгаль, Олена ВалеріївнаВступ. Станом на кінець 2019 майже 690 млн чоловік або 8,9% світового населення, піддавалися фізичним і моральним стражданням внаслідок дефіциту достатньої за поживністю і придатною до споживання їжі. Для багатьох людей нестача їжі стала летальною – станом на 20 серпня 2020 р. від голоду померло 7134 тис. чоловік. Найсумнішим є те, що майже третина тих, хто гине від голоду – діти. Крім хронічного голоду, все більша кількість людей стикається з проблемою тимчасового голоду або недоїдання – вимушеного зниження кількості і якості їжі, яку вони споживають. Два мільярди людей або 25,9% світового населення, не мали регулярного доступу до достатньої за поживністю і кількістю їжі в 2019 році. Дефіцит харчових калорій, низька якість їжі та її незбалансованість обумовлюють затримки у фізичному і розумовому розвитку людини. Втрати у продуктивності праці від голоду можуть привести до зменшення ВВП на душу населення на 6-10%. Мета. Дослідження актуальної проблеми голоду і недоїдання для реалізації концепції сталого розвитку в рамках глобальної економіки. Результати. У статті досліджуються глобальні масштаби голоду та недоїдання. Зазначено, що головними чинниками даної проблеми є скорочення площі орних земель, збільшення використання продовольчої сировини для виробництва біопалива, зростання дефіциту прісної води, кліматичні зміни, бідність, пандемія COVID-19, військові конфлікти. Робиться висновок про те, що реалізація концепції сталого розвитку є дієвим інструментом вирішення глобальної проблеми голоду та недоїдання. Висновки. Головними факторами сучасних масштабів голоду і недоїдання, а також імо вірною причиною їх збільшення можна вважати: 1) скорочення площ земель, придатних для сільськогосподарського виробництва; 2) збільшення використання продовольчої си ровини для виробництва біопалива; 3) зростання дефіциту прісної води; 4) кліматичні зміни, що збільшують частоту і масштаби руйнівних повеней, засух, пожеж, ураганів та ін.; 5) бідність; 6) пандемія COVID-19; 7) військові конфлікти. Рішення глобальної пробле ми голоду і недоїдання вимагає комплексного підходу. Аналіз факторів, що її обумовлю ють, вказує на те, що застосування попередніх підходів вже недостатньо в нинішніх обставинах. На нашу думку, першочерговим завданням в переліку завдань ООН, спрямова них на досягнення нульового голоду, є недопущення подальших змін клімату, якнайшвидша адаптація місцевих систем агропродовольчого виробництва до нових умов, забезпечення схоронності і розширеного відтворення ресурсного потенціалу сільських територій.

Вказується на вразливість останньої в частині виробництва економічних благ, що представляють предмет національної безпеки, проте не виробляються у потрібних об’ємах національними виробниками. Висувається припущення про відновлення виробництва таких видів промислової продукції у вигляді імпортозаміщення, що вплине на посилення міграції робочої сили та зміни у міжнародній торгівлі.

Именно поэтому финансирование аграрной сферы с учетом ее ресурсо-емкости и зависимости от внешних факторов занимает важное место в экономике стран Европейского Союза и мира. В статье рассмотрены направления осуществления государственной поддержки сельскохозяйственных производителей в Украине. На основе сравнительного анализа определены приоритетные сферы развития функционирования аграрной сферы и обозначены программы их поддержки со стороны государства.

Відмічається надмірність кінцевих витрат домогосподарств – в 2021р. 90% ВВП спрямувалося на кінцеве споживання. Зауважується, що це відбувається за рахунок зростання урядових позик на невигідних умовах. Вказується на позитивну тенденцію скорочення витрат на споживання сектору загального державного управління. При цьому, посилаючись на досвід США, відмічається наявність резервів подальшої оптимізації таких витрат. Доводиться незадовільна оцінка частки валового нагромадження основного капіталу. Стверджується, що головна причина цього - недостатній рівень національних заощаджень, зумовлений перманентною економічною та політичною нестабільністю. Обґрунтовується ряд першочергових заходів в період післявоєнного відновлення країни, спрямованих на зменшення залежності української економіки від імпорту та збільшення обсягу національних заощаджень. In the structure of the GDP of Ukraine, the largest component by the expenditure approach is the expenditure of households and non-commercial organizations serving them - in 2021 their share reached 90%. This is an excessive amount of household spending, which indicates that almost all of GDP is directed to final consumption. The increase in the volume of final consumption of Ukrainian households is due to debt due to the growth of government loans on unfavorable terms. A positive trend is the decrease in the share of final consumption expenditure of general government. At the same time, in this area, not all reserves of optimization of relevant costs have been used: in Ukraine, 1 dollar of GDP accounts for 0.16 dollars of final consumption expenditure of general government, in the USA this ratio is 1:0.14. The share of negative net exports for the period from 2016 to 2021 increased 3.7 times, reaching a critically dangerous level of 25.5% in the reporting year. This means that in 2021, Ukraine will not receive a fourth part of GDP due to a negative foreign trade balance. About half of all Ukrainian imports are finished products for final consumption. In order to reduce the dependence of the Ukrainian economy on imports during the post-war reconstruction of Ukraine, it is necessary to: - implement a policy of reducing the use of fossil hydrocarbons: introduce tax incentives for households that buy electric cars; - promote the formation of closed (industry) value chains in the production of food and textile products. The share of gross accumulation of fixed capital in the national economy on average for 2016-2021 was 18.4%. This is a very low indicator. According to its actual value, Ukraine is inferior not only to the fast-growing economies of Eastern Europe from the group of countries of the former social camp, but also to highly developed countries with a formed capital structure and a surplus of the production factor «capital». The main reason for the low share of gross capital accumulation is the unsatisfactory level of national savings. This is due to permanent economic and political instability. In order to significantly increase the amount of national savings, primarily due to household savings, during the post-war reconstruction of Ukraine, it is necessary to: - direct the efforts of the national macroeconomic policy to achieve price stability - prevent the annual growth of the consumer price index by more than 9% (moderate inflation); - intensify the fight against corruption and the shadow economy: complete the reform of the judicial system of Ukraine, ensure the effective work of state supervisory bodies, and guarantee reliable legal protection of private property; - to form a transparent competitive environment: eliminate the clan-oligarchic model of the economy and ensure strict implementation of antimonopoly legislation.
