The legal regulation and accountability of drone usage is crucial for ensuring safety, protecting personal and public interests, and fostering new opportunities in commercial applications. The aim of this study is to analyse the legal regulations and accountability determinations for drone usage in Ukraine, including commercial use and public safety. The key tasks involve highlighting the relevance of the topic, analysing current legislation, identifying potential gaps and issues, and formulating conclusions regarding the effectiveness of existing legal approaches and possibilities for further improvement. This study analysed the current legislation, identified the types of accountability for violating drone usage rules, and uncovered potential problems and challenges faced by aviation entities and government authorities in Ukraine.

МатеріалAnalysis of Mountain Relief for the Causes of Snow Avalanches(Dnipro national university named after Oles Honchar, 2020-12) Рудий, Роман Михайлович ; Кисельов, Юрій Олександрович ; Домашенко, Галина Тимофіївна ; Кравець, Олена Ярославівна ; Гусар, Катерина ДмитрівнаThe descent of avalanches is quite a usual phenomenon for the Ukrainian Carpathians, as well as for the conditions of mountain terrain in general. The Gorgany range of the Carpathian mountains is a typical avalanche-prone territory. Avalanches cause significant damage to forestry and may lead to casualties. Therefore, descent of avalanches has for a long time been a subject of fundamental research in geomorphology, meteorology, topography, photogrammetry and GIS technologies. Using photogrammetric mapping, we analyzed the causes of the descent of one of the largest avalanches in the Ukrainian Carpathians for the past 15 years. The avalanche fell from Poliensky mountain in the Gorgany mountain range in 2006, causing destruction of a great amount of forest. The main causes of avalanches were divided into two groups, the first including more or less stable factors caused by impact of terrain and somewhat less by solar radiation and the second group comprising meteorological factors, such as prolonged snowstorms and snowfall, that is, different fluctuations in weather. The main attention was paid to the first group of factors. For this purpose, a digital terrain model (DTM) of the study area was developed, visualizing the terrain, demonstrating thestudied slope of the mountain along which the avalanche slid. According to the digital model, we developed maps of the steepness and exposition of the slope. Also we calculated the coefficient for solar radiation incident on the slope and which depends on the height ofthe Sun above the horizon and the coordinates of the slope. Using these data, the illuminance map of the Poliensky mountain area was developed. Studies conducted using GIS technologies led to the conclusion that the determining factors that triggered the powerful avalanche from Poliensky mountain were the great steepness and length of the slope, as well as the absence of forest at the top of the mountain, i.e. at the beginning of the avalanche track.

МатеріалDevelopment of online and offline academic mobility of students in modern conditions(Revista Eduweb, 16(3)., 2022-09) Bakhmat, O.; Lisina, L.; Udovenko, I.; Nikolenko, L.; Buhlai, N.The purpose of the research lies in identifying the problematic aspects of ensuring academic mobility of students in the conditions of distance learning. The research methodology consists of the methods as follows: statistical, scientific abstraction, analogy, comparison, analysis, synthesis, graphic, tabular, systematization, generalization. The results of the research prove that the academic mobility of students is one of the effective methods of exchanging experience, knowledge and professional skills in order to increase the competitiveness of the future specialist and his ability to meet the requirements of the globalized labour market. In the course of the research, the problems of ensuring the academic mobility of students have been identified, namely: a low level of awareness of the possibilities of academic mobility, motivation and their financial capacity, the lack of interrelationship between the level of education and income, low rates of development of virtual academic mobility. Taking into consideration the downward trends in the participation of students from Ukraine in EU projects on academic mobility (969 in 2018, 852 in 2019, 1191 in 2020, respectively), it is proposed to intensify the process of obtaining a double diploma by students; to form a mechanism for guaranteeing further employment with a high level of remuneration; to introduce programs of educational crediting of academic mobility by commercial banks.

МатеріалECONOMIC SECURITY SME IN THE TOURISM SECTOR(Ужгород, 2016., 2016) Удовенко, Ірина ОлександрівнаThe article considers the issue of economic security of small and medium enterprises in the tourism sector. Author reviewed of material on theoretical values and concepts of the term «economic security of enterprise» and proposed his own definition of the term «economic security of tourist enterprise» considering the analysis of the literature. Were singled out external and internal factors of the threats to economic security tourist enterprise, which are based on technical, economic, financial, personnel, information of components. Purpose. Еxplore the use of different technologies for an effective mechanism to ensure the safety of small and medium enterprises in the tourism sector. Results. Сoncluded the formulas of cumulative criterion of economic safety of tourist economic entity, which depends on the value of a separate criteria for the functional component, the specific gravity of the functional component and the quantity of functional components of economic security of enterprise, considering the indicators of internal and external factors that affect the economic security of tourism enterprises. In article are presented the basic requirements of the concept of economic security sector of small and medium tourism enterprises on the basis of scientific works and research materials in which substantiated interests of the administration of national and regional economic security. Conclusions. The author are generalized views that the specificity of the adaptability of the system of management of economic security of small and medium tourism enterprises means that the system must consider the existing state and the changes in resourcing the business environment of the influence of environmental factors, of the sectoral structure of the economy, competitiveness and financial sustainability of the enterprise and other parameters. Results of the research which are listed in the article can be used as a source of information for the determining of research, for development and improvement of the ways of economic security for small and medium enterprises in the tourism sector.

МатеріалExcessive Concentration Of Agricultural Land By Holdings As A Problem Of Land Management In Ukraine(International Business Information Management Association (IBIMA), 2021-05-30) Боровик П.М. ; Кирилюк В.П. ; Колотуха С.М. ; Коротєєв М.А. ; Крочак О.ІA number of agricultural holdings, which are registered as business entities and taxpayers in Ukrainian metropolitan cities, successfully operate in Ukraine. The business practice of such entities indicates that they lease the land of entire regions for the purpose of agricultural production for a significant period and almost in full. The excessive concentration of land by large agricultural corporations, on the one hand, leads to increased productivity in rural areas, but on the other hand, it leads to the decline of local government budgets, rural social infrastructure and the outflow of urban labor and devastation of villages. The way to solve the problem of agricultural land monopolization is the introduction of special taxes for excessive concentration of agricultural land by the agricultural holdings and for non-compliance with the technology of growing crops.

МатеріалGeosophy as a scientific discipline: issues of methodology and metatheory(Dnipro national university named after Oles Honchar, 2020-07) Кисельов, Юрій ОлександровичToday is characterized by a dialectical combination of opposite processes in the development of science - differentiation, expressed in the emergence of new analytical, sectoral disciplines, and integration, which consists of the design of synthetic, complex disciplines mainly at the frontiers of science. One of the relatively young synthetic geographic disciplines is geosophy, which originated about a hundred years ago at the boundary of geography and philosophy. The object of geophysical research is human space, that is, space perceived and conceived by man. For a hundred years, this scientific discipline has undergone a difficult path of development, due to both internal, expressed in the nature of the discipline itself, and external (ideological, geopolitical, etc.) factors. Nowadays, post-non-classical methodological approaches are becoming more widely used in geosophy - besides geosophical, it is noospheric, synergistic, eco-evolutionary and passionate. They are based on a fundamentally new relationship between the subject and the research object, qualitatively different from what has traditionally been recognized as classical and non-classical geography. One feature of post-non-classical approaches is subject-object convergence. In particular, the content of the geophysical approach is to consider geographical features as totals that represent the interpenetrating unity of the mineral, organic and human components. Possibilities of its application exist in almost all sections of geography. A special place among the theoretical and methodological foundations of science is metatheoretical provisions - scientific developments that substantially go beyond this science. An essential feature of metatheory as an important attribute of science is its integrating role, both internally (enhancing systemic links between particular branches of science) and external (establishing and strengthening interdisciplinary links between the sciences of one cycle). Formation of metatheory involves the use of theoretical foundations, methods, approaches, evidence of other sciences, which has a verifiable, reflective, integrative and ideological significance. One of the main ones in all geography is the category of landscape. The ambiguity of its interpretation attests to the fundamental importance of this concept, its exceptional role in the knowledge of the Earth’s surface as a multidimensional reality. From the diversity of landscape understandings, two basic concepts stand out. The content of one of them, dating back to the 19th century, is to see the landscape as a general picture of the terrain, which from the point of view is interpreted as totality. From other positions, designed in the early twentieth century, the landscape is understood as a real existing natural material object, characterized by genetic homogeneity, the presence of vertical and horizontal structure and clearly defined boundaries. The coexistence of the aforementioned landscape concepts and the search for possibilities of combining them is one of the important theoretical problems of modern geography, in particular, geosophy.

Likhva.he article examines modern methods and technologies that can be used to increase the accuracy of land valuation. The authors analyze the current problems in the field of rating and offer ways of integrating geoinformation systems with the aim of creating a more objective and information-rich picture of land quality. The purpose of the article. Study of the potential of using the latest technologies and geoinformation systems in determining the quality and classification of land with the intention of increasing accuracy and impartiality in the assessment of land resources. Research methods. During the research, the following methods were used: comparative analysis, the method of automated image decoding, the cartographic method and the geo-information mapping method. The results. The article emphasizes the importance of geoinformation systems in the collection, processing and analysis of data, which allows taking into account a wide range of factors when evaluating land, including erosion processes, soil fertility, ecological status and other critically important indicators. Special attention is paid to the possibilities of using remote sensing and other automated methods for data collection. Conclusions. The results of the research are of practical importance, as they can be used to optimize agricultural management, plan the use of land resources, and develop strategies for their effective use and protection. Prospects for further research may include the development of new algorithms for the analysis and processing of data obtained from satellite images, as well as the improvement of existing geoinformation models for land evaluation. Integration of the obtained models and systems into the practical aspects of land use and agricultural management is also envisaged to optimize the use of land resources and increase the efficiency of land use.

In this regard, there is a need to create a unified geographic information database that will combine information from various surveys, the environmental status assessment and cadastral information about land plots, territorial entities, agricultural enterprises etc. This aspect confirms the urgency of the research. The research objective is to develop a methodology for the agricultural land inventory based on the use of geographic information technologies (GIS technologies). The article analyzes the legal and methodological aspects of land inventory in Ukraine. The innovative methodology has been developed for inventory taking of agricultural lands through GIS technologies. The model of the Public Cadastral Map of Ukraine has been improved on the basis of a GIS-classifier, according to which data are entered into a single geographic information database of agricultural land inventory with the identification of base layers.

This situation requires the search for a new model of economic growth, which is based on the use of competitive advantages of regions and a combination of industrial, scientific and managerial potential of the domestic economy. Clustering is a form of internal integration that can provide both sustainability and a synergistic effect of counteracting global competition for today. The research of the foundations of the formation of a modern cluster theory is a significant theoretical and practical interest for the further development of a successful model of cluster policy in Ukraine. In addition, the important place in this judgment is the fact that this theory is in the stage of active formation and development. The purpose of the article is to study, analyze and develop the methods of assessment of efficiency of creating regional innovative clusters for dynamic development of economics. The article considers the methods of quantitative evaluation of clusters performance based on the analysis of effects of reducing transaction expenses, capital value, marketing expenses, innovation diffusion and employment of infrastructure in common. It was established that the application of innovative cluster approach is one of the most efficient tools in the fulfillment of tasks of enterprise modernization and ensuring the development of innovative sectors of economy. Cluster effects for regional economies are relative and, in general, can be used for estimating total cluster effect. МатеріалOn the modern conception of environment(Dnipro national university named after Oles Honchar, 2018-10) Сонько, Сергій ПетровичCurrently a large number of geographers and representatives of related sciences claim to have created integrated environmental concepts. This applies, inparticular, to the concepts of "environmental science", "sociogeosystems", "anthropogenic landscape", "eco-geosophia", etc. All of them confirm the importance ofsolving the global environmental problem, and the need to unite scholars in all specialties.There is a significant revival of interest in the integral essence of geography, especially among anthropogeographers. This testifies to the fundamental unity of geographical science without its distinct division into natural and social geography, which divides the discipline up into a plethora of specific objects and subjects. Anthropogeographers have come to understand that the earth's space was initially organized by Nature itself. Mankind from the Neolithic Age has transformed his use of nature into the noosphere. If before the Neolithic revolution there still existed natural landscapes on the surface of the planet, then the neolithic populations of Homo sapiens started to actively change the environments they inhabited. Approximately then, the search for ways to justify such,often destructive, intervention began. Such a change in the landscape was brought about by man, which encouraged scientists unwittingly to develop an "intentional paradigm", according to which the methodology of each science tries to take into account the role of man not only as a component of nature, but as its researcher. Even Strabo having realized the many-sidedness of human existence on our planet, already in ancient times, considered himself "not a geographer, not a historian, but a philosopher." Hettner, with his idea of "embedding" into the earth's space of all things, considered the object of studying geography this very earthly space with objectsand phenomena that filled it and interacted with each other. According to Hettner, the connections between them have a landscapecausal nature. To such systems of geobjects, Hettner also related human society. The idea of"through" was found in the works of our contemporary physicist and geographer Aleksey Reteyum, who discovered integral (socio-natural) spatial entities on the surface of the planet ("choriones" and "sphragids"), once again proving the "right to exist" of the noosphere suggested by Volodymyr Vernadsky. At present, it is geographers who must create an adequate concept of the environment, which is not yet developed incompleted form. Its final design will require the rejection of the mechanistic perception of the world, divided into objects and subjects of research. It is geographers who should identify in time and space such integrated environmental systems (socio-natural systems, whose subsystems can be natural landscape systems and sociogeosystems), whichare shaped as a result of the joint development of nature and society. Prospects for the productive development of environmental science are related to the concept of noosphere ecosystems.

The article defines functions of advertising in tourism and effectiveness of implementation of advertising activity at tourism enterprises. Specific features are allocated which related to formation of the tourist product and the main elements necessary for the implementation of the high-quality tourism product on the world market. The factors trends and the constituents that determine the role of tourism in modern society under the conditions global economy whare investigated. The results of research in the article can be used by as a source of information for the formation of of advertising activity on the market of tourism services.

Such synthesis is characteristic for any branch of science, including geography. This is related to the spatial content of geographical science, since the category of space itself is philosophical. At the boundary of geography and philosophy there are different scientific disciplines, each ofwhich hasits own specificity (geosophy, geophilosophy, etc.).This article dealswith philosophical geography in general as the most neutral interpretation of the sphere of knowledge and thought about the deep essence of the terrestrial space and its landscapes.The purpose of the article is to substantiate the stage of development of philosophical ideas in geography. The works of ancient and medieval authors on natural philosophy, geographical and cosmographic works demonstrate attempts to comprehend the essence of the terrestrialspace, to find itsrational justification, either in the context of generalization and systematization of known factual material (e.g., Eratosthenes’sphragides), or for the purpose of filling in knowedge gaps, Crates globe), or when trying to explore the sacral space, which was favoured over Earth, which was treated as a secondary object (e.g., cosmographic study by Al-Khwarizmi).The 17th - 19th centuries include the New European stage in the evolution of philosophical ideas in geography. It was then that Oecumene spread to almost all the land of the Earth. By this time, the classical geographic works by B.Varenius, A. von Humboldt and C. Ritter were appearing, whose philosophical content is related either to the conceptual and terminological aspect (as in A. von Humboldt concerning the concept of “landscape”), or with the reliance on a philosophical system (in particular, dialectical idealism)on the basis of geographical research (as by C.Ritter). The concept of geographical determinism of Charles Louis de Montesquieu was also philosophical as was the Genetic Approach in Ethnography by Johann Gottfried Herder. An important prerequisite for the further development of philosophical geography was the emergence of methodological trends of geographical studies in the second half of the 19th century, such as anthropogeography of C. Ritter, F. Ratzel, E. Reclus and chorogeography, perfected by A. Hettner on the basis of the philosophical ideas of I. Kant. Anthropogeographic search indicated the possibility for combining the natural and human in one research object, and the holographic concept acquired the character of a paradigm because of its coverage of the entire set of objects on the Earth’s surface which are amenable to spatial analysis. In the second half of the 19th century, geography experienced a methodological crisis related to the differentiation of science and, as a consequence, the threat of its loss of research object. Along with anthropogeography, a synthetic trend arose, which in the first half of the 20th century enabled this methodological crisisto be overcome, the emergence of V. Dokuchaev’s doctrines about the nature zones, L. Berg - about the landscape, A. Grigoriev - about the “physical and geographical” shell, P. Teilhard de Chardin, and V. Vernadsky - about the noosphere.The main feature of the modern stage of the development of philosophical geography is the most harmonious combination of concrete scientific and philosophical foundations, which objectively reflects the dialectical nature of the relation between science and philosophy. Organic continuation of philosophical and geographical exploration is exemplified by modern research in geo-psychohistory, geography of culture, geosophy and a number of other scientific disciplines.

Therefore, the main task of the government and scientific institutions is to create the organizational and economic conditions for the effective development of the agricultural sector on the basis of common economic, social and environmental interests of society. The first step in this direction is to identify the key issues that determine the socioeconomic trends of agricultural enterprises activity, and to ground the methods of its solution.The аim of the аrticle is to identify аnd аnаlyze socio - economic direction of аgriculturаl sector development in Ukrаine, аnd to аssess the level of sociаl direction of аgriculturаl enterprises аctivities.In the article the аuthor аnаlyzed some chаnges in аgriculturаl production аnd trаnsformаtion of tаrget mаrkets structure. The fаctors thаt hinder the development of аgriculturаl economy hаve been reveаled. Principles аnd requirements to be met by sociаl аctivity of аgriculturаl enterprises hаve been defined. The author found that despite of the legislatively declared necessity for active participation of agricultural enterprises in solving the problems of rural areas development, their level of social responsibility is extremely low.Summarizing the above data, we can state that profits from economic activity of agricultural enterprises are increasing every year, which is a positive aspect. However, despite of the legally declared necessity for active participation of agricultural enterprises in solving the problems of rural areas development, the level of their social responsibility is extremely low.

However, despite the high topical importance of capital construction, in most cases, it can be stated that there is a lack of high-quality clear strategic state regulation aimed at ensuring the promising innovative and industrial de- velopment of the construction complex. The article aims to identify the main trends and key principles of public law regulation of construction enterprises by public authorities.While examining the research object, the analytical and bibliographic method was applied to study the legal literature on the issues of state policy in the field of construc- tion. To study and process the data, the authors employed induction, deduction, analysis, synthesis of information, systemic and structural, comparative, logical, and linguistic methods, abstraction, and idealization. Moreover, the au- thors of the study conducted an online questionnaire survey to clarify the most important issues related to the public law aspects of state regulation of the construction industry.

МатеріалThe innovation principles of economic model of the cadastral land valuation for business activity(Sumy: LLC “СPС “Business Perspectives”., 2017-11) Кожухівська, Раїса Борисівна ; Удовенко, Ірина Олександрівна ; Шемякін, Михайло Васильович ; Вернюк, Наталія ОлександрівнаThe aim of the article is to study, analyze and develop methods of the land cadastral valuation activity in the implementation of the procedure on revaluation of land facilities and operational adjustments, as well as to upgrade land evaluation results as a constantly functioning system for the effective planning of business activities for Cherkasy region in Ukraine. The cadastral evaluation must consider the market situations and trends the most. Frequency terms of the cadastral valuation for each of land categories and groups should be reviewed and individualized. The article analyzes the mechanism and features of types of work on updating the state cadastral land valuation in populated localities in Ukraine, in particular of Cherkasy region, for the first time. The authors found that the main drawback of types of work on the economic model of cadastral land valuation in populated localities is the duration of time intervals between rounds of the revaluation that causes a rapid information aging. The reason for this situation is related to the financial support of types of work and their large scale. The practical importance of research consists in conducting the revaluation (updating) of cadastral of land condition by Uman, as one of the most important objects of trade and consumer services in Cherkasy region in Ukraine. The cost of one square meter of such objects will increase, which will allow to increase the tax component in proportion and increasing profitability of budgets at the cluster level owing to actualization of the specific indicator of the cadastral value.
