Інвестиційно-інноваційні пріоритети розвитку регуляторних механізмів підприємницької діяльності аграрного виробництва

Abstract

Статтю присвячено дослідженню розвитку інвестиційно-інноваційного забезпечення суб'єктів аграрного виробництва. У статті проаналізовано основні показники діяльності підприємств аграрного сектору. Визначено основні пріорити та методи стратегічного завдання інвестиційно-інноваційної діяльності. Досліджено організаційно-економічний механізм розвитку інвестиційно-інноваційного регулювання підприємницької діяльності аграрного виробництва. Проведено оцінку показників ефективності використання фінансових ресурсів суб'єктами господарювання аграрного виробництва Черкаської області. Визначено основні напрями бюджетних асигнувань у межах сфер аграрного сектору. Сформовано головну функцію інвестицій в сільському господарстві. Розглянуто динаміку показників впливу інвестицій на ефективність діяльності сільськогосподарських підприємств Уманського району. Запропоновано механізм щодо розподілу інвестицій між сільськогосподарськими товаровиробники та створити спеціальні органи управління з особливими повноваженнями, незалежними від інтересів державних керованих і координованих ланок управління. The article deals with the research of development of investment and innovation provision of agricultural production entities. The main indices of activity and directions of budget allocations of agrarian sector enterprises are analyzed in the article. The basic priorities and methods of strategic task of investment and innovation activity are defined. The efficiency indices of financial resources use of the agrarian sector enterprises in Cherkasy region are processed. The volume of financial support for financial sector of Ukraine from the state budget and its main disadvantages has been determined. The organizational and economic mechanism of development of investment and innovation regulation of entrepreneurial activity of agricultural production has been studied. The directions of improvement of the state support of agricultural producers, effective control over the targeted and efficient use of budgetary funds for the development of the industry have been determined. The dynamics of influence indices of investments on the efficiency of agricultural enterprises activity in Uman district is considered. PEGT — the analysis of institutional maintenance level of the mechanism of harmonious development of the Ukrainian agricultural sector is carried out. The necessity of introduction of methodical approach with the help of which it is possible to reveal and substantiate the expediency of investments into agricultural enterprise, directed to the expanded reproduction and ensuring the efficiency of accumulation and use of investments, sustainable development of agriculture through balancing between economic entities has been proved. A mechanism for the distribution of investments among agricultural producers and the creation of special management bodies with special powers, independent of the interests of state managed and coordinated units of management, has been offered. It is noted that in the basis of assessment of the priority development of investment-innovation attractiveness should be laid the principle of compliance with the awareness of indices, which characterizes the ability of a business entity to sustainably generate profits on a growing scale.
