Дисертація на здобуття наукового ступеня кандидата економічних наук за
спеціальністю 08.00.03 – економіка та управління національним господарством.
У дисертаційній роботі обґрунтовано та систематизовано науково-теоретичне
підґрунтя провадження державного регулювання розвитку сільськогосподарського
виробництва та формування ефективної моделі механізму його реалізації в сучасних
економічних умовах України.
Узагальнено теоретичні основи функціонування державного регулювання
сільськогосподарського виробництва, під яким слід розуміти сукупність
протекційних заходів, спрямованих на створення фінансово безпечних умов
діяльності сільськогосподарським виробникам на засадах конкурентних переваг з
метою оптимізації умов і результатів їх господарювання та формування належного
рівня продовольчої безпеки країни.
З’ясовано особливості реалізації діючого механізму державного регулювання
сільськогосподарського виробництва в Україні та визначено пріоритетні напрями
посилення активності його фінансових інструментів.
Розроблено модель комбінованого механізму державного регулювання
діяльності малих форм сільськогосподарського виробництва, що передбачає
функціонування останніх як з веденням індивідуальної діяльності, так і як учасників
територіального виробничого кластера

The dissertation on competition of a scientific degree of the candidate of
economic sciences on a specialty 08.00.03 – economy and management of a national
economy.
The dissertation is devoted to substantiation and systematization of scientific and
theoretical basis of state regulation of agricultural production and formation of an
effective model of the mechanism of its realization in modern economic conditions of
Ukraine.
The dissertation substantiates the essence of the concept of "state regulation of
agricultural production", which should be understood as a result of harmonious
effective interaction of elements of organizational, legal, social and economic nature in
order to balance areas of agricultural activity and promote sustainable development.
The basic postulates of the functioning of state regulation of agricultural
production were further expanded. In particular, the principle of selectivity, which
supplemented the existing list, provides for selective state regulation, according to the
influence of participants on the results of the national economy, and the principle of
time constraint focuses the attention of producers and the state on concentrating efforts
to increase production efficiency. In turn, the formation of competitive advantages is
defined as one of the modern functions and goals of state regulation of agricultural
production.
It is proved that the achievement of effective development of agricultural
production is possible under the condition of a harmonious combination of five main
types of state regulation: financial, economic, legal, investment and budgetary.
As a result of research and comparison of the models of state regulation of
agricultural production practiced in Ukraine and abroad, the limitations of domestic 20
stimulating tools are noticed. Thus, foreign practice of regulating the development of
agricultural production is based on the use of specialized credit and insurance products,
financial instruments (subsidies, subventions, grants), the development of targeted
programs and special taxation. At the same time, the objects of regulation are small and
medium-sized agricultural producers. In Ukraine, preference is given to large
producers, and the implementation of state regulation is carried out through financial
instruments and state targeted development and support programs.
The results of realization of the current model of state regulation of agricultural
production in Ukraine are analyzed and the peculiarities of interaction of the banking
and insurance sectors with agricultural producers taking into account the state support
are determined. It is argued that targeted programs for the development of the industry,
including preferential lending, special tax regime, the provision of various grants,
subsidies, subventions are the basis of state support for agricultural production, but are
aimed primarily at large agricultural producers.
It is noted that there is no scientifically sound mechanism for allocating budget
funds to agricultural producers. It is proposed to implement the mechanism of state
regulation through the activation of financial instruments through microcredit and
microinsurance, which are focused on personal farms that have chosen to work
individually on the terms set by the state.
The mechanism of state regulation in the segment of small agricultural
production, aimed at attracting local communities and rural development, in the form of
territorial production clusters, connecting small agricultural producers, processing
plants and procurement and storage points.
A model of a combined mechanism of state regulation of small forms of
agricultural production has been developed, which provides for the operation of such
producers both independently, with individual activities and the opportunity to become
a participant in the state microfinance support agricultural production.
The dissertation is an independent study in which new theoretical and
methodological principles, scientific and applied aspects of substantiation of priorities
and tools for the development of agricultural production in the food security system of
Ukraine are developed. The practical significance of the obtained results is that the
main scientific provisions, conclusions and recommendations formulated in the work
have a practical direction and can be used to increase the efficiency of formation and
implementation of state regulation of agricultural production. The implementation of
the results of the dissertation research is confirmed by the relevant certificates.
