Abstract

У статті розглядаються принципи централізації та децентралізації у формуванні та реалізації соціальної політики в Україні. Автори аналізують вплив війни та економічних реформ на соціальну сферу, наголошуючи на важливості продовження розвитку соціальних послуг. Обґрунтовано необхідність інтеграції централізованих і децентралізованих підходів для ефективного розвитку соціальної політики, особливо в аспекті надання соціальних послуг. This article analyses the principle of combining centralisation and decentralisation in the formation and implementation of social policy. It is pointed out that the war is not a reason to suspend the development of the social sphere, since the success of economic reforms during this period and Ukraine's recovery from the war will depend on the implementation of effective social policy. The article summarises theoretical approaches to social policy as a direction of state regulation of the economy and a part of the internal policy of the state, which plays a key role in ensuring optimal development of the social sphere. The diversity of definitions of social policy is due to the fact that Ukraine does not have a long-term concept of social policy at the legislative level, and there is no separate law that would enshrine the basic concepts, goals, functions, objectives, subjects and objects of social policy, and the mechanism and means of its implementation.
